Running at native 1080p on a low-end PC is suicide. Drop to or even 1024x768 . Use borderless windowed mode if available (less GPU stress than exclusive fullscreen on some integrated chips).

Unlike FIFA 16, FIFA 17 uses and requires dedicated VRAM. If your system tries to render the game at 1080p, your RAM becomes a bottleneck. The "slow motion" effect happens because your CPU is waiting for your integrated GPU to finish rendering a frame. When it can't keep up, the game logic slows down to match the render time.
